Historically, the island possesses a fascinating legacy; during the 17th century, it served as a base for notorious pirates, including the Welsh privateer Henry Morgan, who utilized the island in 1670 as a staging ground for his raids. In the 19th century, it gained further prominence through the 'Cow Island Affair', a failed 1863 attempt by the US government under Abraham Lincoln to settle freed slaves on the island. Geographically, the terrain is characterized by rolling hills and lush tropical vegetation, with the local population primarily engaged in fishing and subsistence farming. Despite political instability on the mainland, Île-à-Vache has often remained a tranquil sanctuary, benefiting from the natural seclusion provided by its maritime location.
