Xam Neua, also spelled Sam Neua, is the capital of Houaphanh Province in the far northeast of Laos and sits in a narrow mountain valley at around 950 metres above sea level. The town has only a few tens of thousands of inhabitants and is one of the least tourist-visited provincial capitals in the country. During the Indochina War, Houaphanh served as the rear base and command zone of the Pathet Lao movement; the famous cave complex of Vieng Xay nearby sheltered the leadership for years underground. Xam Neua itself is known for its lively morning market, hand-woven silk textiles, cool mountain air and an ethnically diverse population of Tai Daeng, Hmong, Khmu and other upland groups whose villages dot the surrounding hills.
