Blagoveshchensk is unique as the only administrative capital in Russia situated directly on an international border. Located at the confluence of the Amur and Zeya rivers, it sits immediately across the water from the Chinese city of Heihe. Established in 1856 as the Ust-Zeysky military post, it was renamed two years later to its current name, which means 'Annunciation.' Historically, Blagoveshchensk was pivotal in securing the Russian-Chinese border following the 1858 Treaty of Aigun. Today, the city serves as a major hub for cross-border trade and cultural exchange, exemplified by its expansive waterfront promenade that gives clear views of Heihe's skyline. The city's architecture is a distinctive blend of late 19th-century merchant brickwork, Soviet-era planning, and modern commercial developments. Economically, the area relies heavily on agriculture and energy production, supported by the massive Zeya Dam located upstream.
