It was developed as a flagship project of the Cross River State Government to boost tourism and trade in the West African region. The facility was officially commissioned on April 2, 2007, representing a significant investment of approximately 450 million US dollars. It encompasses over 80,000 square meters of lettable retail space, designed to serve as a hub for wholesale and retail trade within the region. The resort features an artificial tidal lake, a water park, a movie production studio known as Tinapa Studios, and a hotel with over 240 rooms. Despite initial high expectations for economic transformation, the project has faced logistical challenges and fluctuating occupancy rates over the years. It remains a notable example of large-scale infrastructure development in Nigeria aimed at diversifying the economy away from oil dependency.
