It was designed by the Jesuit priest and architect Ignatius Scoles, who created a structure often described as 'the most handsome City Hall in the Caribbean.' The building features pointed turrets, intricate arcades, and ornate window trimmings that lend it a near-fairytale aesthetic. Originally, it functioned as the administrative hub and a venue for festive balls and public gatherings. In recent decades, however, the structure has suffered significant deterioration due to the tropical climate and deferred maintenance, sparking extensive debates regarding its urgent preservation. Nevertheless, it remains a proud symbol of Georgetown's late 19th-century cultural peak and continues to house the offices of the Mayor and City Council.
